org.apache.beam.runners.fnexecution.control.SingleEnvironmentInstanceJobBundleFactory	replace with a DefaultJobBundleFactory when appropriate if the EnvironmentFactory is a DockerEnvironmentFactory, or create an InProcessJobBundleFactory and inline the creation of the environment if appropriate.
