net.shibboleth.idp.spring.IdPPropertiesApplicationContextInitializer.selectSearchLocations(ConfigurableApplicationContext) in future versions there will only be one location returned. This method is not available yet since the code cannot coexist with the legacy. See IDP-999 and IDP-991
