Parameters:

qualifier - qualifier

negative - whether interval is negative

leading - value of leading field

remaining - values of all remaining fields

Returns:

Returns display size for the specified qualifier, precision and fractional seconds precision.

Parameters:

type - the value type

precision - leading field precision
