This class implements an efficient algorithm for case folding, per Unicode spec UTR #21 Case Mappings, at http://www.unicode.org/unicode/reports/tr21/ Beta class. Classes under com.force.i18n.commons package will be moved into a dedicated project.

Case fold a single character, returning null if no folding isn't necessary and the char array of the replacement chars if it is necessary. Currently used by Vampire to in-place case folding to prevent allocating new strings.
